Register Temple Testifies Before House Judiciary Committee in Copyright Oversight Hearing: On June 26, Register of Copyrights Karyn Temple testified during the House Judiciary Committee's Copyright Oversight hearing. Addressing concerns with registration processing times and Fourth Estate, Temple testified that the Office took steps to address registration backlog long before the case, including increasing the number of examiners.
Temple stated that the Copyright Office continues to implement provisions of title I of the Music Modernization Act (MMA), which includes ongoing work to designate the mechanical licensing collective (MLC) by July 8, as mandated by statute. She also addressed the Copyright Office’s support for a small claims tribunal structured along the lines of the proposal in the 2013 Copyright Office report. Other issues that arose during the hearing included: modernization of the Office; STELAR Re-authorization; the felony streaming loophole and piracy; and the Office's Section 512 Study.
