Announcement from Carla Hayden
Librarian of Congress March 27, 2019

I am pleased to announce that I have selected Karyn Temple to serve as the 13th United States Register of Copyrights. Karyn has done a superb job as Acting Register for the last two and half years, leveraging her skills as both a copyright lawyer and accomplished manager to provide excellent leadership for the Copyright Office. Of the thirteen Registers of Copyright in U.S. history, Karyn will be the first person of color to hold this position.

Prior to her appointment as Acting Register on Oct. 21, 2016, Karyn served as Associate Register of Copyrights and Director of Policy and International Affairs for the United States Copyright Office. In that role, she oversaw the office’s domestic and international policy analyses, legislative support and international negotiations.

Before joining the Copyright Office in 2011, Karyn served as Senior Counsel to the Deputy Attorney General of the United States, where she helped formulate Department of Justice policy on legal issues and helped manage the Department of Justice’s Task Force on Intellectual Property. She also spent several years in the private sector as Vice President, Litigation and Legal Affairs for the Recording Industry Association of America and at the law firm Williams & Connolly, LLP.

Karyn began her legal career as a trial attorney for the U.S. Department of Justice’s Civil Division through its Honors Program and also served as a law clerk at the U.S. Court of Appeals for the Sixth Circuit. She received her Juris Doctor from Columbia University School of Law, where she was a Harlan Fiske Stone Scholar and a Senior Editor of theColumbia Law Review. Karyn received her B.A. from the University of Michigan.

Copyright Alliance Commends Appointment of
Karyn A. Temple as Register of Copyrights

Washington, D.C. – Today, the Copyright Alliance released a statement commending the appointment of Karyn A. Temple as the next Register of Copyrights.

According to Copyright Alliance CEO Keith Kupferschmid, "On behalf of the Copyright Alliance and the rest of the copyright community, we commend Dr. Hayden's elevation of Karyn Temple to Register of Copyrights, acknowledging her outstanding work over the last two and a half years as Acting Register, as well as her overall service to the U.S. Copyright Office since 2011.

"During Register Temple’s tenure at the Copyright Office – as Director of Policy and International Affairs, Associate Register of Copyrights, and (most recently) Acting Register of Copyrights – she has demonstrated a thoughtful approach to copyright policy and to Office management overall.

"As critical efforts to fully modernize the Office's systems and processes continue, permanent leadership is essential to its success. Based on her strong contributions and leadership as Acting Register during the past two and a half years, there is no doubt that Register Temple is the right person to bring the Office into the 21st century.

"The Copyright Alliance and our members congratulate Register Temple, and we are thrilled she will continue her work at the Copyright Office as the Register. We look forward to continuing our partnership with her and her excellent staff in support of copyright and creativity across the country."
